Position Summary:
The New York County District Attorney's Office (DANY) has an immediate opening for a Deputy IT Contracting Officer in its Information Technology (IT) Department. In this position, the Deputy IT Contracting Officer, under the direction of the Director of Information Technology, is responsible for directing and managing IT procurement functions in accordance with the New York City Charter and Procurement Policy Board Rules.

Responsibilities include but are not limited to:
  • Oversight and coordination of all aspects of the IT procurement processes.
  • Coordinates, plans, and implements IT contract and procurement activities from pre-solicitation to award and registration.
  • Coordinates with IT staff on the preparation, distribution, and collection of contract and procurement documents.
  • Ensures technical specifications comply with Citywide regulations.
  • Ensures agency procurement activities are in compliance with Chapter 13 of the City Charter.
  • Oversees investigations of vendor responsibility and performance.
  • Review, evaluate, and negotiate contracts, memoranda of understandings, vendor protests, contract terminations, requests for proposals, and Invitations for Bids.
  • Directs the procurement and contract award and administration process.
  • Review and approve contract amendments.
  • Review contracts assembled by IT staff for accuracy, consistency, and soundness.
  • Ensure the agency’s compliance with applicable procurement law, rules, and policies.
  • Oversees the IT Purchasing unit.
  • Acts as the IT procurement liaison to the Agency ACCO. Performs final review of all documentation for accuracy, consistency and soundness prior to submission to ACCO for final review and signature.
  • Perform related tasks as assigned.
Qualifications:
  • Minimum seven (7) years of relevant experience with contract law, public procurement and/or in approver/oversight role.
  • Knowledge of NYC PPB Rules required.
  • Knowledge of New York City’s Financial Management System (FMS) required.
  • Strong leadership, management, organizational skills and interpersonal skills a must.
  • Strong analytical skills, ability to meet deadlines and promote and execute organizational initiatives, policies and procedures.
  • Excellent writing and research skills.
  • Excellent PC-based computer skills and knowledge of Microsoft Office products, and a willingness and ability to quickly learn new business-appropriate software.
  • Ability to, with wide latitude for independent judgment and decision making, execute agency procurement initiatives.
  • Ability to interact with all levels of supervisory and executive staff.
  • Ability to work well with others in a team environment to ensure office objectives are met.
  • Excellent interpersonal, organizational, and communication skills required.
  • Strong attention to detail and high concern for data accuracy.
Educational Requirements:
  • Bachelor’s degree required.
Commitment:
  • Two (2) year commitment to hiring department.
