Position Summary:
The New York County District Attorney's Office (DANY) has an opening for a Program and Contracts Analyst in its Procurement and Contract Management Unit. In this position, the Program and Contracts Analyst is responsible for providing programmatic technical expertise, writing Requests for Proposals, bid documents and contract terms and conditions for the Department, in accordance with current City, State, and Federal regulations. The ideal candidate will possess expertise in program operations and successful experience writing grants, proposals or contracts.  

Responsibilities include but are not limited to:
  • Write clear and concise specifications for procurement documents.
  • Draft and edit new policies, procedures, memoranda, and other written materials, as directed.
  • Regularly meet with Contracts Administrators and Senior Staff to identify potential areas of specification or scope of work improvements.
  • Negotiate and draft contract terms and conditions.
  • Provide technical expertise to contractors in the development stages of their contracts.
  • Update specifications and terms for renewal or amended contracts.
  • Review and comment on memoranda related to contracting issues.
  • Review specifications prepared in-house and by consultants or other City, State, and Federal agencies, for consistency, clarity, completeness, accuracy, and compliance with current policies and procedures.
  • Develop and maintain templates for commonly used specifications, solicitations, and contract documents.
  • Research technical materials and products for scope drafting.
  • Contribute to the development of terms and conditions to improve the solicitation and contracting process.
  • Provide technical assistance and corrective action to underperforming contractors as necessary.
  • Attend project meetings and serve as Unit liaison at program and project meetings.
  • Perform related tasks as assigned.
Qualifications:
  • Excellent written, verbal, organizational, and communication skills required.
  • Minimum of two (2) years writing scopes of work and/or contracts.
  • Experience writing government competitive bids and Requests for Proposals.
  • Experience negotiating contracts with suppliers and/or subcontractors preferred.
  • Must be able to perform under pressure in a fast-paced environment; able to multi-task and meet deadlines.
  • Ability to apply critical and strategic thinking.
  • Must be extremely detail-oriented, self-motivated, highly-organized, resourceful, and reliable.
  • Experience culling and analyzing large amounts of data from numerous sources.
  • Must be a team player and work well with others.
  • Ability to update and edit existing databases.
  • Proficiency in Microsoft Word and Excel required.
Educational Requirements:
  • Bachelor's degree required.
  • Master's degree in Public Administration or similar field preferred. 
Commitment:
  • One (1) year commitment to hiring unit.
