Position Summary:
The New York County District Attorney's Office (DANY) has an opening for a Senior Contract Administrator in its Procurement and Contract Management Unit. In this position, the Senior Contract Administrator is responsible for drafting Requests for Proposals, Bid Documents, contract terms, and managing the procurement process for the Unit, in accordance with applicable City regulations, as well as provide supervision to Contract Administrators.

Responsibilities include but are not limited to:
  • Processing procurements from inception to contract execution. This entails assuring adherence to the City’s Procurement Policy Board rules, creating proper documentation, and registering procurements with the New York City Comptroller’s Office.
  • Drafting clear and concise Requests for Proposals (RFP), Competitive Sealed Bid (CSB) specifications, related scopes of work, and contract documents.
  • Negotiating contracts that meet the objectives of the Office, including adherence to performance goals, as well as budget constraints applicable to individual contracts.
  • Provide supervision to line staff including reviewing and editing procurement documentation as needed.
  • Auditing and processing monthly and/or quarterly invoices, encumbering funding, and reviewing budget expenses.
  • Developing templates for commonly used specifications, solicitations, and contract documents.
  • Researching technical materials and products for scope drafting.
  • Applying critical and strategic thinking to assist DANY staff to meet project goals.
  • Perform other related duties and tasks as assigned.
Qualifications:
  • Minimum three (3) years previous experience drafting government solicitations and contracts.
  • Excellent written and verbal interpersonal, organizational, and communication skills required.
  • Experience negotiating contracts with vendors is required.
  • Experience writing government competitive bids, Requests for Proposals, contracts, and scopes of work.
  • Must be extremely detail-oriented, self-motivated, highly-organized, resourceful, and reliable.
  • Experience with culling and analyzing large amounts of data from numerous sources.
  • Must be able to perform under pressure in a fast-paced environment; able to multi-task and meet deadlines.
  • Ability to update and edit existing databases.
  • Ability to liaise with internal and external partners and stakeholders.
Educational Requirements:
  • Bachelor's degree required.
Preferred Requirements:
  • Minimum one year providing supervision to line staff.
  • Knowledge of government regulations is preferred.
Commitment:
  • One (1) year commitment to hiring bureau.
