Description
Position Summary:
The New York County District Attorney's Office (DANY) has an immediate opening for a Strategic Data Analyst in its Crime Strategies Unit (CSU). The Crime Strategies Unit works closely with the New York Police Department, other law enforcement agencies, and members of the community to identify groups and individuals most responsible for committing crimes that impact our communities, from violent crimes to lower-level, quality-of-life offenses. In this position, the Strategic Data Analyst is responsible for providing CSU with investigative, analytical, and data manipulation support. This position requires a critical thinker with a combination of analytical and computer skills who has the ability and motivation to move between solving immediate data development challenges and planning for process improvements.

Responsibilities include but are not limited to:
  • Investigating, analyzing, and processing data using industry current and in-house proprietary applications to produce a complete data model of crime trends in Manhattan neighborhoods.
  • Documenting processes and coordinating with New York City agencies (NYPD, NYCHA, MOCJ, HIDTA) and other law enforcement agencies to develop procedures, improve data handling, and quality control of data used to identify groups and individuals most responsible for committing crimes that impact our communities.
  • Coordinating with in-house IT Department and outside vendors to research, develop, and analyze existing data model software or purchase and implement new software. Compiling and reporting on project status and results.
  • Assisting in developing and implementing intelligence-driven prosecution strategies targeting priority offenders and neighborhoods. Assisting with day-to-day unit functions as needed.
  • Facilitating training for 12 Technology Analysts and assisting with ongoing technology and case support, as well as participating in the interviewing/hiring process.
  • Perform related tasks as assigned.
Qualifications:
  • Excellent problem solving skills and a strong drive to solve technological problems with creative solutions.

  • Ability to work independently and own data integrity within CSU.
  • Strong skill set in Microsoft products including Windows OS, Office products, Office development experience (templates, VB/VBA, etc.) is a plus. Advanced Spreadsheet experience (pivot tables, etc.) is preferred.
  • Strong data geospatial mapping skills in programs such as QGIS or ArcGIS.
  • Experience with SQL Management Server.
  • Skilled in designing logical and physical data models using industry standard tools; experience in Entity Relational (ER) data modeling techniques; ability to articulate the different data modeling normal forms (1NF, 2NF, 3NF) experience in Dimensional data modeling; knowledge of Data Warehousing concepts; experience in using data quality tools (e.g., Global Ids), knowledge of meta-data concepts.
  • General knowledge of SharePoint 2013, web design and implementation, as well as a basic understanding of SharePoint technologies, including Web Part and site development, administration and document management.
  • Basic SQL understanding and ability to design queries for databases.
  • Ability to communicate effectively with community residents, community organizations and partners, police and law enforcement agencies to build institutional relationships.
  • Ability to communicate investigative results to other team members and to testify in court regarding investigative results is also required.
  • Superior organizational, time management, oral and written communication skills.
  • An understanding of general practices related to legal records management, data protection, and privacy/confidentiality.
Educational Requirements:
  • Bachelor's degree in a related field (Computer Science, Information Technology, Business, etc.) required.
Preferred Requirements:
  • Two plus (2+) years of directly applicable experience.
  • Intermediate SQL skills a plus.
  • Basic programming skills (Python, R, or similar language) a plus.
  • Experience in the Criminal Justice System strongly preferred.
Commitment:
  • Selected candidates must commit to serving at least two (2) years as a Strategic Data Analyst in the hiring unit.
