Position Summary:

The New York County District Attorney's Office (DANY) has an opening for a Senior Contract Administrator in its Procurement and Contract Management Unit. In this position, the Contract Administrator is responsible for drafting Requests for Proposals, Bid Documents and contract terms, and managing the procurement process for the Department, in accordance with current City, State and Federal regulations.

Responsibilities include but are not limited to:

  • Apply critical and strategic thinking to assist DANY staff preparing scopes of work for agency projects.
  • With limited supervision, draft clear and concise Requests for Proposals (RFP), Competitive Sealed Bid (CSB) specifications and related scopes of work.
  • Regularly meet with Project Managers to identify potential areas of specification improvement.
  • Negotiate and draft contract terms and conditions.
  • Update specifications for renewal or amended contracts.
  • Review specifications prepared in-house and by consultants or other City, State and Federal agencies, for completeness, accuracy and compliance with current policies and procedures.
  • Develop and maintain templates for commonly used specifications, solicitation and contract documents.
  • Research technical materials and products for scope drafting.
  • Actively contribute to the development of terms and conditions to improve efficiency and predictability in the solicitation and contracting process.
  • Manage and process all aspects of procurement from inception to completion.
  • Attend project meetings and serve as representative at program and project meetings.
  • Responsible for processing invoices, obtain proper approvals, encumber funding, budget expenses and project future expenses.
  • Perform other related duties and tasks as assigned.

Qualifications:

  • Minimum of two (2) years of previous RFP, CSB and contract writing experience required.
  • Excellent written and verbal interpersonal, organizational, and communication skills required.
  • Experience negotiating contracts with suppliers and/or subcontractors is required.
  • Experience writing government competitive bids, Requests for Proposals, contracts and scopes of work.
  • Knowledge of government laws and regulations is preferred.
  • Must be extremely detail-oriented, self-motivated, highly-organized, resourceful, and reliable.
  • Experience with culling and analyzing large amounts of data from numerous sources.
  • Must be able to perform under pressure in a fast-paced environment.
  • Ability to multi-task and meet deadlines.
  • Must be a team player and work well with others.
  • Proficient in Microsoft Word and Excel.
  • Ability to update and edit existing databases.

Educational Requirements:

  • Bachelor’s degree required.

Commitment:

  • A one (1) year commitment to the hiring bureau.
