Description
Position summary:
The New York County District Attorney's Office has an immediate opening for an Agency Chief Contracting Officer (ACCO) in its Purchasing Unit. In this position, the ACCO under the direction of the Director of Operations, the Agency Chief Contracting Officer is responsible for directing and managing agency procurement functions in accordance with the New York City Charter and Procurement Policy Board Rules.

 Responsibilities include but are not limited to:
  • Oversight and coordination of all aspects of the Agency procurement processes.
  • Coordinates, plans, and implements the Agency contract and procurement activities from pre-solicitation to award and registration.
  • Coordinates with Program units and contractors on the preparation, distribution and collection of contract and procurement documents.
  • Ensures technical specifications comply with Citywide regulations.
  • Ensures agency procurement activities are in compliance with Chapter 13 of the City Charter.
  • Oversees investigations of vendor responsibility and performance.
  • Review, evaluate, and negotiate contracts, memoranda of understandings, vendor protests, contract terminations, requests for proposals and Invitations for Bids.
  • Directs the procurement and contract award and administration process.
  • Review and approve contract amendments.
  • Work with Divisional Liaisons to ascertain scope and other changes; edit and approve amendment documents.  Review contracts assembled by ACCO staff for accuracy, consistency and soundness.
  • Ensure the agency’s compliance with applicable procurement law, rules and policy.
  • Overseeing the Deputy Director of Operations for Purchasing and six person Purchasing unit.
Qualifications:
  • Strong leadership, management, organizational skills and interpersonal skills a must.
  • Strong analytical skills, ability to meet deadlines and promote and execute organizational initiatives, policies and procedures.
  • Excellent writing and research skills.
  • Excellent pc-based computer skills and knowledge of Microsoft Office products and the willingness and ability to quickly learn new business appropriate software.
  • Ability to, with wide latitude for independent judgment and decision making, execute the agency procurement initiatives.
  • Ability to interact with all levels of supervisory and executive staff.
  • Ability to work well with others in a team environment to ensure office objectives are met.
  • Excellent interpersonal, organizational, and communication skills required.
  • Strong attention to detail and high concern for data accuracy.
 
Educational Requirements:
  • Bachelor’s degree required
Additional Requirements:
  • One (1) year commitment to the hiring bureau
 Preferred Skills:
  • Knowledge of NYC PPB Rules
  • Experience with contract law and/or public procurement
  • Knowledge of New York City’s Financial Management System (FMS)
