Position summary:

The New York County District Attorney's Office has an immediate opening for a Contracts Administrator in its Purchasing Unit. In this position the Contracts Administrator is responsible for providing technical contract resource support to the Unit and Office.
 
Responsibilities include but are not limited to:
  • Formulating, developing and preparing all documentation applicable to solicitations, contracts and contract management actions for all major projects
  • Managing the procurement process including bid contract formation, requests for proposals, preparing and processing of procurement documents, contracts, bid specifications and solicitations
  • Ensuring work is in accordance with governmental rules and regulations; conferring with and advising project managers to ensure contract compliance and conformance to applicable law
  • Ensuring contractual documentation as well as subcontractor(s) input are in compliance with the requirements
  • Preparing, negotiating, and issuing Non-Disclosure, Teaming, and subcontracting agreements
  • Reviewing contract and subcontract closeout actions to ensure proper file documentation
  • Attending and serving as contract and subcontract representative at program and project meetings as required
  • Reviewing all purchase order requisitions for compliance with procurement policy board rules, procedures and directives
  • Organizing and processing work flow for effective and efficient compliance
Qualifications:
  • Knowledge of City's Procurement Policy Board rules & regulations and local laws and policies impacting procurement.
  • Experience working with government competitive bids/proposals a must; familiarity with public purchasing and bid process.
  • Experience negotiating contracts with suppliers and/or subcontractors preferred; handling architectural and engineering contracts is highly desirable.
  • Must be extremely detail-oriented, self-motivated, highly organized, resourceful, and reliable.
  • Ability to work within established timeframes to create, produce and execute appropriate contracts within required deadlines.
  • Excellent written and verbal interpersonal, organizational, and communication skills required.
  • Proficient in Microsoft Word, Excel and Access. Ability to update and edit existing databases.
  • Ability to work with frequent interruptions and adapt to changes in workflow.
  • Ability to work independently and manage multiple short-term projects.
  • Ability to follow directions and apply proper policies, procedures and guidelines.
  • Strong attention to detail and high concern for data accuracy.
  • Dependable team player who works collaboratively and cooperatively with staff in a team-oriented environment.
  • Must be able to perform under pressure in a fast-paced environment; detail oriented and self-motivated and able to multi-task.
  • Ability to interact with all levels of staff and vendors.
Educational Requirements:
  • Bachelor’s degree required
Additional requirements:
  • One (1) year commitment to the hiring bureau
  • Five (5) years of previous procurement experience
  • Experience with NYC FMS preferred
